Appendix Q:  RECRUITING AND MARKETING PLAN

 

A.        OUTREACH AND PUBLICITY

 

Recruitment of new students will be an ongoing process. Formal recruitment of incoming students will begin in January for the following school year.  In that month, NCS staff and the recruitment committee members will advertise open registration.  Early registration will occur during February, March, and April.  There will be three registration deadlines.  The first deadline will be February 14th.  All applications for students residing in the primary attendance zone that are received by February 14th will be admitted unless there are more applications than spaces available for one or more grades.  In that case, spaces in each such class shall be awarded on the basis of a lottery.  All applications for those grades from students residing in the primary attendance zone will be placed into the lottery.  The second deadline will be March 31st.  All applications for students residing in the primary and secondary attendance zone that are received by March 31st will be admitted unless there are more applications than spaces available for one or more grades.  In that case, spaces in each such class shall be awarded on the basis of a lottery.  All applications for those grades from students residing in the primary and secondary attendance zones will be placed into the lottery.  The final deadline will be April 30th.  All applications for students residing in the entire school district that are received by April 30th will be admitted unless there are more applications than spaces available for one or more grades.  In that case, spaces in each such class shall be awarded on the basis of a lottery.  All applications for those grades will be placed into the lottery.

 

If any spaces remain after the final deadline, those spaces will be filled on a first come, first served basis.  When all spaces have been filled, the remaining names of interested students and families will be placed in a waiting pool, and admission will be based on a lottery.

 

Siblings of students who attend the Neighborhood Charter School will be given first priority to attend the Neighborhood Charter School. 

 

NCS will take the following steps to ensure that students representative of the school's respective communities continue to be recruited:

 

·       post flyers and notices in local supermarkets, churches, community centers, and apartment complexes;

·       visit local organizations in each neighborhood;

·       visit and explain to prospective students and their families the purpose of NCS;

·       Conduct parental information sessions to elaborate on the commitment involved with attending NCS; and

·       Canvass neighborhoods to further reach interested families.

 

 

 

 

 

B.         STEPS TO REACH DIVERSE COMMUNITIES

 

NCS will explore as many avenues of outreach as possible to guarantee a broad a spectrum of exposure.  The staff will publicize the school as follows:

 

·       referrals from other NCS families;

·       neighborhood flyers;

·       speak at local places of worship;

·       speak at civic organizations;

·       speak at community based organizations such as GPNA and SAND; and

·       local newspaper and community association newsletter advertisements.

 

NCS will provide translation services for all promotional material and any person-to-person interaction requiring translation.

 

C.         PROVISIONS FOR OUT OF DISTRICT STUDENTS

 

NCS will only accept applications for out of district students if the enrollment has not reached its capacity.  In that scenario, NCS will adhere to current APS guidelines for enrolling an out of district student.  With accordance to state regulations, a students who resides outside of the school district in which NCS is located may not enroll in that school except pursuant to a contractual agreement between the local boards of the school system in which the student resides and APS. 

 

D.        DESCRIBE ATTENDANCE ZONE AND ITS IMPACTS

 

NCS will have a primary attendance zone that includes the neighborhoods of Grant Park and Ormewood Park and a secondary attendance zone that includes all of the neighborhoods within the City of Atlanta Neighborhood Planning Unit - W.  Those Attendance Zones are depicted in Appendix R.

 

E.   ENROLLMENT AND ATTENDANCE REPORTING

 

When NCS first opens it will expect to obtain its students' records from their former schools, including any IEP's and data on students' eligibility for participation in Title I and other entitlement programs.  NCS will establish and maintain a central, automated database for the creation and maintenance of all NCS records.  NCS will maintain the confidentiality of student data as required by the Family Educational Rights and Privacy Act (FERPA).  Accurate student records will be kept and will be opened for inspection by the Atlanta boards of education.

 

The NCS Principal, Vice Principal and Office Assistant will participate in any state required data reporting that will be established by the State Data and Research Center as part of the A Plus Education Reform Act of 2000.  

 

NCS will annually submit a report in accordance with the standard reporting requirement indicating for each special education student the following information: primary area of disability, hours served in special education, hours in related services, environment where receiving primary instruction, by whom, and whether in accordance with IEP.

 

NCS expects to receive Title I funding.  NCS will select an appropriate software provider to maintain all financial records. Using this measure, we will be able to track Title I funding and ensure that all funds are used appropriately in accordance with the state and federal laws.
